I, Bill Allen, am submitting this affidavit to the National Transportation Safety Board (NTSB) in
accordance with 49CFR845.41 as a potential witness to the test and test results reported in my
June 2,1999 report that I submitted to the Federal Aviation Administrator's (FAA's) Nashville
Flight Standards District Office (FSDO). I am the author of this report, which is attached to the
petition submitted to the NTSB by Robert E. Scovill JR, the petitioner, dated April 19,2001.

On May 19, 1999, I participated in a test performed on Robert E. Scovill JR’s aircraft. The
aircraft is a 1981 Cessna 172P equipped with Cessna integral wing tanks. The aircraft's serial
number is 17274599. My participation in this test included recording and reporting test results.
The results that I observed are recorded in my report to the Nashville FSDO dated June 2, 1999.
Indeed, as a participant in this test, I witnessed the test procedures and test results as stated in my
report.
